ECSO’s next Jail Academy Class starting their training on Monday, April 1, 2013

Sheriff Timothy B. Howard announces that on Monday, April 1st, 2013, a new class of thirty <30> jail management recruits will begin their first day of training in the Sheriff’s Office training academy. The recruits will receive a total of 12 weeks of training – 7 in the academy and 5 on the housing units at the Holding Center and Correctional Facility. The academy curriculum includes correctional administration and protocols, criminal law and procedure, human relations, ethics, health and wellness, report writing, first aid/CPR, field training, defensive tactics and firearms.

This is the second of three Jail Management training academies that the Sheriff’s Office will host in 2013. The first training class of 2013 graduated March 8th and those officers are now working at the Erie County Holding Center and Erie County Correctional Facility.

This class includes fifteen <15> recruits that were hired to replace personnel that recently retired or resigned from the Jail Management Division and another fifteen <15> recruits were hired to meet the  Phase 2 requirement of the New York State Commission of Correction minimum staffing agreement.  
The Sheriff’s Office had continually requested additional manpower through the budget process to combat forced overtime and employee job fatigue but those requests were mostly rejected. Finally, a breakthrough arrived in June 2012, when Sheriff Timothy B. Howard, County Executive Mark Poloncarz and the Erie County Legislature came to an agreement with the New York State Commission of Correction to add seventy-two (72) new additional positions to the Jail Management Division.

The staffing agreement is a five-phase hiring schedule that commenced in September 2012, with a completion time frame of March 2015.  The Sheriff’s Office will hire and train fifteen (15) new jail officers each academy phase and reserve fifteen (15) slots for recruits to fill positions vacated through attrition.
Upon completion of this hiring agreement in March 2015, the Sheriff’s Office will have an additional forty-four (44) jail officers, twenty-five (25) Sergeants, one (1) Lieutenant and two (2) Captains in the Jail Management Division. These positions will help with operations and increase supervision at the Holding Center and Correctional Facility. Plus, cut overtime expenses, elevate job fatigue and continue to ensure the safety and security of staff, inmates and the public.

The third jail training academy is schedule to start in August 2013. The Sheriff’s Office has already started the screening process, interviews and background investigations on applicants for that class.
